Made Georgia her Halloween tutu today. She's going to be a witch! I used three colors, green, purple and black. First I layered the fabrics while they're still folded. Then I cut out squares approximately 26" by 26". This gave me 6 squares per cut. I had 3 yards of each color and ended up with 24 total squares.
I then pinched the middle of the square, made a little twist and pinned it to a 1 and 1/2" black ribbon. I also pinned a piece of ribbon (about 6") first. Here's an example of the back (because of course I didn't take pictures when I did it).

After I pinned all the squares and ribbons, I sewed everything down about a quarter of an inch from the edge of the ribbon on the wrong side so I could make sure I caught it all.

Next I folded the black ribbon over and sewed it down to make a casing. I ran an elastic through the casing and sewed down the ends. I put a snap on the ends to close it. This tutu is very full. It would be fun to add bells or charms to the ribbon ends if you were making a fairy or princess tutu. If you'd want to do a larger one you'd simply have to open the tulle up and cut bigger squares and probably use 6 or more yards of tulle for each color depending on how full you want it and how big the waist would be.
I had the pieces left that I had cut from the folded edges so I gathered them together to add to her hat.
